Four moves, in this order
Measure by owner. Every resource gets a tag: project, front, person responsible. Without that, the bill is a single number and nobody answers for any part of it.
Switch off what is not running. The test environment left on over the weekend, the machine nobody has used since last year. It is the quickest cut and the most common one.
Size it for real usage. The machine was bought for a peak that never came. Measure what is actually used and resize — downwards, in most cases.
Stretch out the payment. The one almost nobody asks for: inside the AWS partnership programs you can apply for credits and move the bill off a credit card onto a plan your cash flow can carry.
Why this comes before the AI
Every AI project runs on the cloud and pays by usage. If the cost base is a black box, the cost of the AI will be one too. Fixing the bill is the one front that pays for itself even if you never do any AI — which is exactly why it comes first.
